I have been trying to download a few apps and every time I go it ask for billing information and it’s never done that before and when I add my card it says declined but I’m not trying to purchase anything the apps are free

The apps may be free to download, but they probably have in-app purchases where that payment method would be needed. A declined payment method is not a valid payment method and if there was a previous charge that has not yet been paid, then that will need to be paid first.

The card getting declined is usually your financial provider issuing the decline.
Free apps can only be downloaded with payment information on file, and then only when no money is still owed to Apple.
