What does Battery on Hold mean?

My new PowerBook charger cable light is always amber (never green). When I check the Battery pull down menu, it says

"Charging On Hold (Rarely Used on Battery)"

What does this mean?

It just means you are using Optimized Charging and it is not necessary to charge your battery to 100%. You will find this when the Mac is plugged into power most of the time. If you have a regular charging schedule, it will learn when you normally take it off the charger and will only charge to 80& and remain on Hold until shortly before you normally take it off the charger where it will charge to the full 100%.
