You need to reduce the storage on your device. Phone Storage and iCloud Storage are 2 different things.

Device storage cannot be changed. You’ll need to delete pictures, videos, apps, data to free space on your device. Purchasing additional iCloud space will not add to the device. You can choose to optimize photos to free some space (settings > photos).

You need device storage to hold apps. iCloud storage (on Apple's servers) won't do.

You can "offload" an app (deleting an app without deleting its associated data), but then you will not be able to use it again until you re-download it from the App Store into device storage. Should the app disappear from the App Store while "offloaded", you would not be able to get it back, period.
