Designing apps on Windows (C# or python?)

Does anyone out there know if there is a way, or if it is impossible, to design an app for iPad and/or iPhone using C# or python only? And if I could, how would I load it onto those without an Apple developer account.

You will need a Mac with the current operating system and Xcode version compatible with it. You will need the iOS/iPadOS SDK only available via Xcode and learn Swift to interact with the SDK. You will need a paid Apple developer account to load compiled Swift applications to the iPhone/iPad, or submit to the Apple App Store.
