I have a 16Gb iPhone 6. System occupies 8Gb . Everything else has been removed so there is 8 Gb free. System cache filled this completely. There is now insufficient memory to open the phone
Is this Apple’s way of making me buy a new phone?

Considering that the iPhone 6 was released 10 years ago, memory was not that big an issue. There is nothing you can do with that device, and there are security vulnerabilities for that device. Time to replace it. Apple is not making you replace it, time is.
