despite making space for 14gb update, my iphone memory went full, I haven’t seen any issues like this with last updates. maybe thats some temporary files that didnt get deleted after an update. what should I do?

In case System data is taking up the free space, did you already try to force restart you iPhone or restore from a recent backup?

Based on your question, it sounds like you store your pictures on your phone and also sync to iCloud. You need to actually move the pictures off your phone and ONLY store them in the cloud. This will free up the space on your phone.
After updating to 26.1 on my iPhone 13 Pro, I get a storage full warning whenever I try to take a picture even though I have iCloud storage on and there's plenty of it.
