Calls to my daughter's Apple Watch SE goes straight to voice mail

My daughter had an Apple Watch SE (1st gen) and was on the VZ network. When her mom or I tried calling her we would be sent directly to VM. This was happening regardless if the watch was enabled for SchoolTime or Downtime or not. First, we tried switching providers and moved from VZ to T-Mobile and still had the same exact issue. Next, we purchased a new SE (2nd gen) watch and still the problem persists as of today. I saw a similar topic on this forum with 382 people stating they're experiencing the same or similar issue so it must be known to Apple. Has anyone heard of a fix for this issue? My daughter is too young for a phone so that isn't an option for us. Please help if you have a fix. Thank you.

Does she receive text messages? Can other people call her?

Any other restrictions set up in Screen Time?

Did you set up the watch as explained in this article?

I honestly don't think that this is a problem with the Se itself because I currently have the Se (2nd generation) and it's doing fine with calling and texting (other than battery issues with this update), But late 2024, if I'm not mistaken, came out around September. Like @Ingo2711 said, if you have any messaging/phone restrictions, it will block any caller that is not in the contacts app on the Watch and Apple ID.

Hello @rrexx6, this is mostly a problem with the latest update (11.3.1) that Apple came out with. There are TONS of problems with it for some reason. I hope all of this will be resolved in the next update(s).

This could also be a carrier network issue. If the signal strength is too low, calls will be forwarded to voice mail.

Did you try to place a call when your daughter is right next to you?

Wi-Fi calling is disabled?

Both her mom and I are set up as contacts in her watch and Icloud account. We have no restrictions meaning we can bypass downtime when it’s enabled. She receives messages and other calls from friends. Not sure if they are getting through on the first attempt or are also being sent to VM sometimes as well. Sometimes we even get through but have to call multiple times (yesterday I had to call 7X’s to finally get a connection.).

Thanks for your response. I’m not sure when the latest update was rolled out but this started happening in late 2024. I don’t have this issue with my Ultra 2 and didn’t have it with my Series 7. Is this an issue just with the SE?
