Unable to connect iPhone hotspot to Mac even with both on same iCloud account
MY IP AND MY MAC IS on the same icloud. but i cant use my ip's hotspot???

The use of the iPhone hotspot is separate and apart from the use of other services. Consider it as simply another network to connect to via the wi-fi settings on the Mac.
You must enable the hotspot on the iPhone device. How to set up a Personal Hotspot on your iPhone or iPad - Apple Support
Then on the Mac you must select the iPhone in the Wi-Fi settings. CLick the Wi-Fi icon in the menu bar or go to System Settings... > Wi-Fi and select the iPhone there. The hotspot connection will only work if your iPhone's cell plan supports it.
