I see. Then this has nothing to do with Apple Pay. Apple Pay is used when you use tap-to-pay at a merchant’s location like a gas station or grocery store. It can be used online at merchant’s websites when you click an Apple Pay link/button and enter your credit card details. Apple Pay purchases whether completed online or in person must use a double click of the side button to activate Apple Pay and authenticate your purchase using Face ID.
