Unable to download apps using new iCloud account

Please I created my iCloud account and I’m not able to use to to download Apps . When I try they told me to review iTunes Store before and I’ve tried several times but still it’s not working . And they are asking for payment method and me tooo I don’t have credit cards and those American cards so please help me to solve this problem
