hello everyone , I got an iphone 13 256gb thats supposed to be non-active and should come with a warranty but when I paid and checked my serial number on apples serial number site it said purchase date not validated and my warranty coverage already expired, what does this mean please 🙏🏾.

This means that you bought a used phone. It might be as much as 3+ years old.
If the seller told you that the phone was "new", your best bet would be to return the phone for a full refund.
