Apple TV 4K speaks by itself at start up, says things like “ Dolby Vision” by itself. Voiceover is turned off.
Speaks at a high rate of speed. Not sure how to turn it off.

That would be your TV. Apple TV doesn’t audibly announce volume changes, nor video formats.
What model TV is this happening on?
It was the television setting audio guidance was on the LG TV. Turned it off and no more voice.

There are three ways to turn VoiceOver on or off:
Tried turning voiceover off, but Apple TV keeps speaking such as when I press the volume button it speaks “volume 10” or whatever it’s going to. At start up it says “ hdmi 2 Apple universal remote” In a quick voice.
