How to remove waiting time for changing App Store password?

By having another Trusted Device that is logged into your account or using a Trusted Phone number that was set up on your account before needing to change the Password. Without either of those, then you need to use the Account Recovery method that may require a waiting time. There is no way to remove the waiting time if that is what is determined will be needed to change your Password.
