Moving files to an external HD

The internal HD of my MacBook Air is almost full, so I want to move most files to an external HD.

Problem is that I can't move them because it tells me they need to be downloaded first (I guess, from iCloud), and there's obviously no space in the internal HD (which is almost full, which is the reason why I want to move the files from it).

So, how can I do?

Can iCloud Drive be used to store files from a portable external disk? I copied a few hundred GB of files from an external drive attached to my Mac into iCloud Drive/Desktop, then I put the disk away. The files show up online and on my other devices, but Storage indicates iCloud Drive is using 142GB of local disk. None of the files/folders I have looked at have Remove Download context menu items, and in fact most files have no cloud symbols either, even though syncing is done. I'm wondering if iCloud Drive is only useful for syncing files that reside permanently on the Mac internal disk. It is sort of working for storing external files, but not well enough to be useful.
