A bit longer answer:
An IP address is somewhat optional on the same local network subnet, as devices actually "find" each other by their MAC hardware addresses. However, if network communications have to traverse to the Internet, IP addresses are definitely required.
Typically, by default, dynamic IP addresses are assigned to network clients by your network's router, regardless if the network is mesh-based or not. That means over time the assigned address may change. This is were using a static IP address, for devices like printers, helps ... but it is not mandatory. That's because each network client maintains a small "database" file that stores the IP address/MAC address association. You can see the contents of this file by using the following command in the Terminal app: arp -a
Is there a way to configure the printer/scanner without relying on the IP address?
Yes, but only if you connect this device directly to the Mac by USB.
