Time Machine not Working after upgrading to Sequoia

Upgraded from Monterey to Sequoia on Saturday, Time Machine won't back up my files to WD My Passport. Says it can't do it because some iCloud Drive files haven't finished syncing. I don't have any files on my iCloud drive. It's a Mac, not a laptop so of course it's plugged in. It's been two days now. What am I not understanding?

There are no files in any of these folders.
