I have set my default payment in Apple Wallet (debit is the front-most, bottom card) yet my in-game purchases continue to hit the Apple card. How do I fix this as I don't like using credit? I would remove it from wallet, but it has to be there for me to make a payment.

There are two different types of default payments. One is for Apple Pay transactions. The other is for Apple Account transactions. You’re confusing the two.
Apple Pay is used when you walk into a merchant’s business and tap your iPhone on the transaction terminal.
Apple Account is used when you purchase apps, music, videos, etc from Apple. These are charged to the default card in your Apple Account. Apple Account can be accessed on line at iCloud and on your iPhone or iPad in the Settings app. The card at the top of payment methods is used.

Also checked settings>wallet&apple pay and verified that my debit card is under Default Card, and it has a good balance so it is not that.
