My iPhone is locked to owner but the account shown is not mine

You can’t. Only the owner of the account used to lock it can remove the activation lock.

If you bought it used, return it and get your money back. It was not properly prepared for sale and may very well be stolen.

You cannot unlock it. Activation Lock is an anti-theft measure that you cannot bypass, and you have just told us that your phone is locked to someone else. The implication is clearly that you do not know the credentials required to unlock the phone.

If you are the original purchaser of this phone, bought it from Apple or an Apple Authorized Reseller, and have a receipt that clearly shows both your name and the phone’s serial number, you could submit an Activation Lock support request.

If this is a second-hand phone, don’t bother. Apple will not unlock the phone based on a “receipt” from a pawn shop, thrift store, electronic “marketplace”, or private seller.
