How to shorten Icloud recovery time, EMERGENCY!

Hey all, urgently needing any help possible. This is gonna be weird, but my partner is a reported missing person in active psychosis, and is currently in possession of my iphone. I started the recovery process to put a different number down so I can log into my Icloud, and track his location, but I've just received an email back saying it'll take two days. Hes already been missing for four, and as of today is travelling much further away, and I'm scared if I wait another two, he'll be somewhere crazy like out of the state. There's so much missing context here, and I'd love to explain it all, but it'll make this post massive. The jist of this, is that I have the cloud login, the email connected to the phone, the bank account info etc, and I'm desperately hoping to get into cloud as soon as humanly possible. Please if anyone knows any way at all to speed up this process, or help me track his location, or any advice revolving tracking him in general outside of cloud or find my device, I'm open to anything. This is so urgent, please. Thank you so much. I just missed the phone support by like 40 minutes after they closed, and it won't let me use the chat support without logging in, which I'm not able to do until this number is changed.
