First and foremost you cannot purchase additional storage on any iPhone. The storage is fixed, you selected how much when you purchased it.
Second, iCloud is not online storage, it is a syncing system that keeps copies of your data in the cloud.
Bottom line the only way to free up space on your iPhone is to start deleting things (apps, emails, photos, music, etc.) but make sure that data is backed up somewhere or it’s gone for good. Once you delete something on the iPhone it is also deleted on iCloud.
