Why am I required to enter card information every single time I want to install an app (all of the apps that I install are free and do not require payment

Before this, the only thing I was required to do was to double click the lock button where my face ID would be scanned and the installation begins.

Apple requires a payment method on file with your Apple Account when downloading any app since many offer for pay upgrades and in app purchases. You will not be charged unless you incur a charge. The fact that you are being required to put in credit card information indicates that you do not have an approved payment method attached to your account. I've included instructions to do so below.
