How do I sync my contacts between my iPhone and my iPad?
I am signed into the same account on both devices and in iCloud the toggle switch is turned on, on both. I’ve tried turning both devices off. They are both on WiFi.

Contacts are stored either on iCloud or on an Email account added to the device.
Are you sure the contacts that are not syncing are stored in iCloud?
Or that you have added the email account that holds the contacts to the other device?
You can check where the contacts are, by opening the Contacts App, selecting Groups / Lists at the top, and then seeing which account / group there has the contacts.
