I removed my stolen phone from my device list, how can I reverse that action?

"If the device is offline, Activation Lock is removed immediately, and the device is removed from Find My after 30 days …. Note: If your device comes online after 30 days have passed, it reappears in your list of devices, and Activation Lock is reenabled if you’re still signed in to your Apple Account on the device"

Maybe I'm reading this wrong, but it sounds to me as if

• You removed Activation Lock the instant than you removed your phone from your device list.
• The thieves have 30 days from that moment during which there will be no Activation Lock to prevent them from resetting your phone and "making your phone their own."
• The odds of them failing to "make your phone their own" during this 30-day time period are slim and none.

Maybe I'm wrong, but it sounds like there is no way to reverse the action, short of a miracle, e.g.

• The thieves leaving your phone unmolested for 30 days, then allowing it to come back online, or
• Your recovering the phone, in a state where you can get in, and sign into iCloud on the phone

I asked the head "genius" about this on my last visit to the Apple Store. He brought up the same text above.

My question to him was if the iPhone is "Offline", this means that the battery has run down, the phone has been powered off or the phone does not have a connection to the Internet.

Given that the phone is not connected to the Internet, how does the command to remove Activation Lock reach the phone.......since the phone does not have an Internet connection when it is Offline?

He asked me to repeat the question again and looked quite confused. Finally, he mumbled something about 30 days, etc....which still did not answer the question that I asked. He said he would get back to me. He hasn't.

So the question remains.....if the iPhone is Offline.....how does it receive a command over the Internet?
