Support for XDR brightness seems to be a feature reserved for iPad Pros – and historically, only some iPad Pros, at that. On most iPad Pros that have it, it involves the use of mini-LED backlighting; on the current M4 iPad Pros, it involves the use of Tandem OLEDs.

It depends on your budget and priorities.
You don't need to have the fanciest and most expensive equipment to watch and enjoy a movie. And any iPad screen – even the one on a 13" iPad Pro – is a rather small screen on which to watch movies. Go to a big-box electronics or department store, and you'll find that now they're lining the aisles with 55" 4K HDTV sets as the cheap entry-level TVs!
An iPad Air (2025) screen is not a terrible small screen on which to watch movies, even if it doesn't have all the bells and whistles of the screens on the more expensive M4 iPad Pros.
As with everything in life, there are tradeoffs. The idea is to pick one that meets your needs.
