Why does iPhone show incorrect battery percentage after reboot when overloaded?

Why does the iPhone show the wrong battery percentage when the phone is overloaded, for example, it was 82% on charge and then I rebooted and it became 97%

The battery percentage is an "estimate" of the battery condition based on what is going on with everything on the iPhone at the time......a lot of which you cannot see.

When you restarted the iPhone, everything that was running was cancelled and only a few things are now running, so the battery is not nearly as busy as it was before, and it shows you a higher "estimate" of the battery condition.

Nothing to be concerned about. I've seen battery swings of as much as 20% on restarts.
