How can I turn off the black bar on my iPad Air?
I turned it on by accident and it shows what I am writing. I can’t find the setting to turn it off.

After turning of Hover option, restart your iPad.

What exactly is written in the window? can you please translate it into English?
Have you tried disabling Settings>Accessibility>Hover Text?
That is not it. It looks like this
