The Photos app is good for editing, but it is mostly a Picture Organizer app. So to really use Photos, you give your pictures over to the app, let it store them for you, and let it help you keep them organized.

You didn't ask, but one powerful feature of Photos is to connect it to iCloud, and then it will synchronize this organization to your iPhone and iPad. iCloud is only really necessary if you want your pictures to be on all your devices.

The Preview app is used instead of Photos if you just want to do some edits on some pictures, but you don't want the organization capabilities.

Mac OS 11.7 was quite some time ago, but I think one could do some minor editing inside of Photos. Was it already called Photos at that time, or iPhoto, which is so much easier to google? Any way, some minor editing is called ‘adjusting’. You can crop, rotate and adjust things like brightness, saturation etc. if you want more, you can send the picture to an external editor. At that time, I was still using Photoshop, I believe, but abandoned that for Affinity Photo when Adobe went subscription only.
