This situation is really frustrating. I reset my iPhone. I just want to download a few free apps and I get the message...

I don't really use my phone for much. But surely they would allow a couple of free apps.

Getting a Purchase to Go Through:
Upgrading to an iPhone 15 or Later:
Note that iPhone 7 models are obsolete, and you're not going to get any updates, and they are not built to meet expectations of today's technology. So, I'd say upgrading to a more-recent model is best. Note that Apple provides updates to their devices for 7 years, and then they stop providing them --Apple is proprietary, meaning they make their own call in their product's support.
A. Turn Off All VPNs:
Are you using a VPN? If so, disconnect from it.
B. Use a Computer:
You might also want to perform this using a computer, as it would be more user-friendly doing so.

C. Contact Apple Support:
The transaction is not going through as expected. So, give Apple a Call.
