Why is apple asking me the wrong security questions?
I am trying to reset the security questions. However, I am asked to answer questions that I wasn't asked to set up my Apple account. Therefore, I cannot move forward.

Yes like you say, that is for age verification for Apple ID only, it is not a security question. So they are misusing my info.
You should contact Apple directly:

Yes I have exactly the same. Strange enough they want my age and I never gave them my age and never imputed my age question. Looks like data mining to me.
Apple is required to ask your age when you create an Apple ID. You may have forgotten that they did. But, they did.
Yes and again this suggestion?! I always get this from the so called Level 10 experts. I will tell you a secret, I have done that and do you know how often my problem/question was solved? Zero(0). Please remember that I”am an Apple user since day 1 and it going down the hill with customer service, or better, listen to your customers.

No one here in this user-to-user forum works for Apple. You are not our "customer." You have a question about how Apple is using your information. To get the answer to that question, you will need to talk to Apple. If you don't want to pursue the matter, that's up to you. It makes no difference to me.
You do understand me. I meant that you are Level 10 Whizz because of these generic answers. Nobody is waiting for these. And for the rest do not think for me please, you do not know me and you do not know what I know or not.

No one here in this user-to-user forum, regardless of level, can say why Apple is asking you this question. All any of us can give is a "generic" answer. Only Apple can, if they are willing, explain exactly what is going on.
And, I'm level 10 because users I have helped over the years have awarded me points. I am proud of the help I've been able to give over the years. To say otherwise would be false modesty.

What part of THIS IS A USER TO USER FORUM AND NOT A WAY TO COMMUNICATE WITH OR GET ANSWERS FROM APPLE is unclear to you?

Perspective? No, I'm convinced of my own facts. To wit: no one here can answer your questions about how Apple is using your data.
Since you're a level 10 expert and seem to be shouting at me, I assume this is very important to you. However, considering that this forum is hosted on Apple's servers, can it truly be 100% objective? The requirement to enable Apple's two-factor authentication just to participate here also doesn't feel entirely neutral. That said, a better response to your concern would be to read my previous comments, I’ve already contacted Apple multiple times.

The reason this forum exists is so the users participating can be objective, insofar as their personal biases permit.
Like just about every large company Apple has both formal technical support and an area where users can discuss technical issues with other users. And, like all of those other companies, Apple does not participate in any significant way in the user-to-user discussions, as that might inhibit the free flow of ideas. The formal name of this area is Apple Support Communities. The “Communities” should be a giveaway that this isn’t a formal support site. And if that doesn’t, the site itself is https://discussions.apple.com. The “discussions” is another giveaway.
Apple must be able to identify anyone accessing their services to protect their legitimate users from scammers and criminals. That’s why Apple requires 2 factor authentication, and may use other ways to verify that you are who you say you are. If they didn’t and a hacker took over your account, you would be very unhappy and may even consider legal action because Apple didn’t protect your identity adequately.
