Why can’t I text a number in Mexico from imessage
When ever I want to text them it won’t work or when I try to call it hangs up but when they ca me or text me it goes through but mine does not

First off, assuming you're not in Mexico, you will need to include the country code (+52) for Mexico in the phone number. Are you doing that? (sorry if that sounds basic, but you didn't say you were, and I don't like to assume.
If that's not the case, does your carrier (or your service plan) include international text? not all of them do.
Also, is the problem just with this one individual? or to anyone else in Mexico too? (have them send a friend's number you can send a test message to). That will help identify if it's specific to that one user, or a general problem.
Are other countries affected (if you've tried)?
