I recorded a 10mins video but when i checked photos, it’s not there and said it’s full storage. I deleted some apps and photos and when i checked, the video i took showed up but its only 2 mins instead of 10. Can I still recover the full video?

Probably not. If the storage was full, then Photos had no place to put the recording. Apple recommends that you keep at least 10% of your storage fee so that the phone has room to move files around.
If you use iCloud, then you can take advantage of "Optimize Storage" for Photos-- it can save 90% of the space pictures and videos take up. 50GB is about a dollar per month. To me, it's really worth it.
