That's correct. In order to buy anything in the App Store or iTunes Store, you MUST have a valid payment tied to your Apple Account. So add a payment method to your Apple Account and this link explains how to do that --> Add a payment method to your Apple Account - Apple Support

See the message, which tells you to contact Apple.com Support. This is not Apple.com Support. This is a user to user only forum. You have an issue with whatever payment method you use and you need to do as the message on your screen is telling you to.

The people on these boards are mostly other customers and won't know why you're getting that message. Click here and ask Apple Support for assistance; if you can't reach them or are in a hurry, try putting in a different payment method.
