Per the Smart Panel APP, all of my iPad settings are recognized and good - Wi-Fi, network, blue tooth, location, IP address, privacy. I can print with the App, but not scan. The scanner pops up but the camara doesn’t recognize or capture the document ~ the document page is blank !

Try deleting and reinstalling the Epson Smart Panel App. Having deleted the App, perform a forced restart before re-installing the App from the App Store.
Delete apps on your iPhone or iPad - Apple Support
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
