Why is my iPhone SE sharing location without permission?

So I open location services in privacy and security. I scroll to the bottom and select system services and there’s a gray arrow next to Alerts & Shortcut Automations. I have never had that turned on but on multiple occasions when checking that apple and my iPhone are behaving properly there has been a gray arrow next to that option. Again I NEVER had it turned on but the arrow indicates my location was checked within the last 24hrs.

Even if you have the setting turned off, it may be used by other services that require it, for example having Emergency Calls & SOS or Government Alerts enabled. Granting apps access to your location may also use the same location service.

The Apple Legal document defines Alerts & Shortcut Automations as: Your iPhone and Apple Watch will use your location in order to provide you with geographically relevant alerts, such as a reminder to call someone when you get to a specific place, when to leave for your next appointment, or an app or shortcut recommendation based on where you currently are.
