@InnerPeace1241 is correct, Apple or an AASP should be your first choice since they can easily reattach them as long as they are not damaged. (assuming it is a scissor mechanism as opposed to the dreaded butterfly mechanism from 2016 to mid-2019). If you don't have all the pieces or if they are damaged, then Apple or probably better yet an Apple Authorized Service Provider can order replacement scissors & key caps assuming the mounts & rubber cone in the key bay are not damaged. Unfortunately most techs probably are not aware that Apple does supply scissors & key caps (although as a complete set...so it may be a bit pricey to fix a single key, but should be cheaper than entire new Top Case/Keyboard Assembly & an hour long repair. I'm not sure an Apple Store will do just a keycap/scissor replacement.

If the key bay portion is not damaged, but the scissor or key cap is damaged and you cannot get an AASP to order a scissor kit & key cap kit to install a replacement key, then you can try to purchase & order them online as long as it is not the dreaded butterfly mechanism....don't even bother if it is a butterfly mechanism (2016 to mid-2019 USB-C models).

If the scissor and/or key cap is damaged, it may be possible to find replacements online, but the tricky part is getting a set to match your exact keyboard. I think they are all the same for the Late-2019 to M-series Macs (not 100% sure, but I know many are the "same"), but that has not always been the case. However, you will still have to contend with regional keyboard differences. And know how to correctly attach them or you can damage the replacements.

I'm not sure if iFixIt has a guide for detaching & reattaching key caps, but might be worth checking out.
