plugged in ipad won't shut down

I've seen this question and it seems to be misinterpretend. So, my Ipad is plugged in, I press the power button to shut it down the slider comes up, I slide it over it seemingly 'powers down'. I wait for a bit, then simply touch the screen and it comes back on 'apple' logo appears and the then screen comes back on. Why?

How do it get it to power down so I can let it charge WITHOUT it being on or in sleep mode?

This also I recently discovered is a thing with laptops now, but it's an easy fix in the control panel..

I find it silly that it will only works IF you it's the original cord that came with it.
