In most cases you don't. That is common when a device is purchased used after than owner has reported it lost or stolen or have filed a claim for a lost device. If it is your device and you are the one that notified the carrier of it being lost, you can contact them to see it they can remove it.

Be careful of only online service or site that claims they can unlock the phone, as you will most likely just be scammed.

This iPhone is indistinguishable from a lost or stolen iPhone, or is lost or stolen.

Absent a refund or resolution from the seller, you have a brick.

The carrier that added the iPhone to the blacklist has told you they won’t deal with you, and they’re the ones that can remove the blacklist entry that they added.

Apple isn’t involved in the carrier blacklist. But then, Xfinity did get you off their support line.

They just told you that to get you off the phone. Apple cannot solve an issue with a blacklisted phone that was done by Xfinity. Just to be fair though, any other cell provider would have told you the same thing.
