How do I reactivate an inactive Apple Account?

My brother is a luddite. He has let his apple account go to inactive status. Im trying to help him get an old tiny iPhone up and running. It belonged to our cousin so he has nothing to work with of his own. No info base.

Getting into an iPhone:

If your cousin is still around, then he/she needs to dissociate it from their own account. They need to perform as instructed here, including the iCloud logout: What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support

Is the iPhone Locked to Your Cousin's Apple Account?

If so, then your cousin heeds to go through the process of getting it unlocked. So they'd have to take this into a local Apple Store, and have it unlocked. Once unlocked, have your brother log in to it with his own Apple Account.
