How can I unlock iPhone lock to my owner after putting a email and password on it and it’s not still working

You can't just put any Apple Account email and password into it, it must be the original owner's that it's locked to. If you did happen to purchase this iPhone used, which it sure sounds that way, you unfortunately have been scammed. Activation Lock is a security measure that cannot be bypassed, meaning if you are not the original owner you won't be able to set it up and use it.
