Time out warning for my apps
Everything time I try and go into or on any app no matter the application it pop is up with time out I never set this up ever at all want it taken off

Sounds like you are referring to Screen Time restrictions on your iPhone. If you did not set this up, and you are not apart of a Family Sharing account, then in that case to turn it off go to Settings > Screen Time > Turn off Screen Time.
