I think all the movies and TV shows in the Apple TV+ (subscription) catalog have German dubbing (or German original audio for German productions like Where's Wanda?) globally available.
Store movies and TV shows (buy or rent) will mostly have German dubbing or German original audio — for users with a German Apple Account. Formally, it is up to the distributing studios to determine which audio languages are included for each title in each country or region, but German dubbing is ubiquitous in Germany (and Switzerland and Austria). In other countries, German audio on Store media will be rare.
