How do I unlock a blocked iPhone 14 Plus after incorrect password attempts?

The iPhone 14 plus settings have been reset.

After resetting, the phone was turned on and not fully configured (the account was not created, the password was not created), then the phone was disconnected.

After turning it on again a few days later, the phone started asking for a 6-digit password. It was not created. When trying to connect to the computer, reset the password and restore, an unknown error message popped up. The phone could not be reached. No devices were found in iCloud. What to do? How to unlock it. I've entered the wrong password too many times and my phone has already been blocked for 3 hours.
