By resetting your iPhone’s passcode, you must erase it entirely to set a new passcode. If you had an iCloud Backup beforehand, you can restore that. Without a backup all your data will be lost.

Sorry but no. The only one that can access your iPhone is yourself. Even Apple cannot access your iPhone, and neither can anyone else. If that was possible that would be a major security vulnerability.
