Why do my AirPods Max make static noise in both Active Noise Cancellation and Transparency mode?

My AirPods Max (USB C version) produce a static noise in both ANC and Transparency modes. I am in a quiet environment, and while the noise isn't loud, it is noticeable.

Is it normal to experience static noise with ANC?

I’ve tried all the troubleshooting steps provided, but the issue persists. The static noise is present when there’s no audio playing and has been there since I first used the AirPods, straight out of the box.
