I am trying to reconnect a 10 Year Old Air Port Time Capsule that has not been hooked up to this new network. The yellow light ont he front is flashing. I have tried the reset but it is still flashing and I can not see the device on the Airport utility or under WiFi section under settings. I am using an iPad Pro with the OS 18 running on it.

You'll need to reset your AirPort using the correct procedure - which differs by model. You should find the information that you need here:

Once properly reset, you should be able to set-up again using the AirPort Utility App.
