Why are my online purchases declined on Apple Account?

I went to buy storage and everytime I tried to purchase it, it said rejected and to cancel or continue to put in my details and I did it, then it said the card is already in it. I have money in my account but then all my online purchases started declining and my bank isn’t blocked so it must be a issue your end please help.
