Did you already try the troubleshooting mentioned in this article?

If your payment method is declined in the App Store or iTunes Store - Apple Support


If these steps do not help, you should contact the official Apple Support, only they can look into your personal settings, to find the reason for that:

Contact Apple for support and service - Apple Support


In the meantime you could also use Apple Account balance to pay for your purchases:

What you can buy with your Apple Gift Card or Apple Account balance - Apple Support
