Why does the Control Center automatically suggest enabling Focus mode when I have disabled Location Services?

I am unable to grasp the relation between the two.
Disabling Location Services will stop location-triggered automations. Note that Focus mode suggestions are driven by your device usage, time, and app activity, not solely your location.
