I have not even heard of this is option in the USA.

Apple’s backbench diagnostic — AST2 (Apple Service Toolkit) is certainly more comprehensive.
The standard consumer facing Diagnostics the MRI (Mac Resource Inspector,) is a customer facing diagnostic tool that tests all the internal components to make sure they are connected and power on.
It also displays simple diagnostic information like the health of the battery. It's a very simple diagnostic tests meant to be run in front of the customer to make sure they can see if the components are working or not and is just a very basic quick test which does little more than check sensors.
