Why can't I see the Find My app on my iPhone when it's turned on?

First go to the App Store and search for the Find My app. If it shows the Cloud icon, it means it is not installed on your iPhone, so tap that to install it again. If it shows Open, it means it is installed on your iPhone. In that case, swipe all the way left to the App Library then search for the Find My app there, then drag it back to your Home Screen.
